St. Louis Post Disptach:

A St. Louis County circuit court judge has ruled against plaintiffs in a sweeping case that could have triggered an exodus of thousands of children from failing St. Louis Schools.

The ruling issued was issued this morning in the Turner vs. Clayton case by Judge David Lee Vincent III in favor of the Clayton school district.

Under the ruling, students from unaccredited school districts would not have the right to transfer to better school districts for free.

A spokeswoman for the Missouri attorney general’s office plans to appeal the ruling.

Elkin Kistner, a lawyer for the plaintiffs, said his immediate reaction was sorrow.

“It’s been a long, hard road,” Kistner said.

The judge’s ruling centered not on the validity of the student transfer law — which had already been affirmed by the Missouri Supreme Court.

Rather, Vincent focused on whether it is impossible to comply…
